Washington state is shutting down the emission program in 2020. The reason for this is because our air quality has improved. The cars being built are cleaner and it's not necessary to check, they will focus on vehicles at the the factory.
My question is, if you're swapping in a V8 in a V6 ranger do you still need the ref?

A Roadside Check is not good either, maybe the States will go back to a Safety Check Inspection to make their money !
I would think if you make the conversions and get it checked for emissions by yourself, then you should pass.
As I always say, "If you pass the emissions levels for your year vehicle what difference does it make what motor you have" !
