Last question first: probably leaves in your fan vent section, you'll need to clean them out.

As for the blend door action, sounds like it's either resistance driven, or it's somehow mis calibrated after connecting up the new panel?
Was the dial all the way to one side on the old one, and part way on the new one? (or vice versa)
