Before you graphite the axles polish them with flitz and a soft cotton cloth. Take a toothpick and dip it in flitz and spin the wheel on it to help polish the inside. With both of them smooth you then use graphite.

I helped my son win his cub scout pinewood derby 2 years in a row.
