My response, after re-reading your OP, could be rust under the paint, poor prep work from the shop... take it back to the shop you got the work done at, ask for their opinion... ! Maybe IF you can be nice, not me, they will offer you a solution that is both affordable and reasonable, seeing their methods were a little shoddy.
